Rhaga is the capital of Emmiria and the 2nd largest city in the country after Hazarabad. With a population of 14.8 million residents in the city and 24 million in the larger metropolitan area, it is generally considered to be one of the most populous cities on Iearth, as well as one of the most populous city on the continent of Adula.

The city is the center of national government, economic, cultural, and historical centers. The Emmirian Consultative Assembly, National Museum of Emmiria, Emmirian Armed Forces Headquarters, and the Bank of Emmiria are all located within the city.
