The foreign relations of Gylias are overseen by the Ministry of Foreign Affairs, with the President playing a ceremonial and representative role at the international level.
Gylias is a member of the Organization of Tyrannic Nations and the Common Sphere, joining the latter at its first expansion. Foreign policy is linked to its history of political radicalism, particularly the experience of the Free Territories. It is based on principles of neutrality, non-alignment, and pursuit of multilateral solutions.
History
Gylias has a long history of diplomacy, beginning in ancient times with the Liúşai League. The period of Xevdenite rule starting in the 17th century marked an interruption in foreign relations.
During the Gylian ascendancy, efforts were made to persuade other nations to withdraw official recognition from Xevden and grant it to other Gylian polities. Gylians established contact with various revolutionary movements in Tyran, including the Ruvelkan Socialist Republic and the Ruvelkan anarchist armies.
Diplomatic contact with the world resumed at a modest level in the 20th century through Alscia, the Gylian-majority province of the Cacertian Empire.
The start of the Liberation War achieved the goal of isolating Xevden. Nevertheless, many Tyranian nations were wary of the Free Territories due to their anarchism. Official recognition was limited, but as the war developed several countries moved towards tacit support and cooperation with the Free Territories, including Kirisaki, Cacerta, and Ruvelka.
The war ended in 1958, and the independence of Gylias allowed the re-establishment of official relations with the world, and the recognition of previously unofficial representatives. A degree of isolation persisted during the transition from the Free Territories to Gylias, due to lingering distrust of Gylias' anarchist influence. Foreign policy during this period was dominated by a debate over prioritising world revolution or internal consolidation.
The appointment of Erika Ďileş as foreign minister in 1962 established the foundations of foreign policy that have endured into the present. The skilled and charismatic Erika achieved the normalisation of Gylias' relations with Tyran, including the creation of several close relationships.
During the 1960s and 1970s, Gylias' image abroad improved, and involvement in world affairs was based on principles of multilateralism, negotiation, and a cosmopolitan outlook. The Common Sphere became the most significant international organisation to Gylian foreign policy.
The wretched decade in the 1980s saw the general malaise and crises affecting the country extend to foreign relations as well. The confrontational approach of Aén Ďanez negatively impacted foreign relations, and Gylias experienced another period of relative diplomatic isolation. Relations began returning to normal under the Filomena Pinheiro government, and were fully restored under Mathilde Vieira.
Policy
The foreign policy of Gylias since independence is based on the tenets of multilateralism, negotiation, and soft power. Gylias has focused on the role of "honest broker" in international diplomacy, serving as mediator in several disputes.
Key ideals at the basis of foreign policy are support for democracy, human rights, egalitarianism, and social justice.
Participation in peacekeeping missions is dictated by the constraints of Gylian law. The Gylian Self-Defense Forces are legally closer to a militia than a military, and thus participation in peacekeeping missions is based on volunteering.
As a result of these factors, Gylias remains a middle power in Siduri and has a degree of influence in Tyran as a whole.
