The Cabinet of Leaders of the Sekidean Union, informally referred to as the Sekidean Cabinet of Leaders, is an institution composing of the heads of government of the member entities of the Sekidean Union. It is the highest executive and decisionmaking organ of the Union, being responsible for the functionality of the Union and maintaining of the Sekidean Treaty System.
Currently, the Cabinet of Leaders has 20 members, with the President of the Inner Sekidean Union acting as a non-voting speaker organizing meetings of the organ (with them, the Cabinet has 21 members).
Its members are heads of governments of member entities, not member states. Because of this, the Kistolian Union is represented by its constituent member states of Kistolia and Pecia, while Mustelaria is represented by its constituent member states of Monte Blanco, Renia and Zhousheng.
History
The Cabinet of Leaders met for the first time to formulate and sign the Agreement of the merger of Shanghou Pact and Purple Community into Sekidean Union - the first treaty to become the part of the Sekidean Treaty System. The Cabinet eventually met multiple times to ratify additions to the Treaty System, eventually being officially established and codified in the Amendment to the Sekidean Charter regarding voting of the member entities.
Organization
The Cabinet of Ministers meets in person at least once a year. It is a set of the heads of governments of member entities. If there is no head of government in an entity, or if there are more conflicting heads, the country is temporarily represented by the head of state If there is no head of state to take part of the head of government, the last recognized head of government is granted a provisional membership. If none of the previous delegates are available, the entity's voting rights are temporarily suspended.
Even though it is not mandated, it is considered to be a tradition for the Cabinet to meet at least once every year in person. Most of the meetings are done virtually, either by calls, videocalls or any sort of group meetings. Quorum for any meeting is required to be at least 50% of all heads present, but this quorum does not apply for votes, as members can cast their votes outside of meetings using secure networks.
A meeting can be called in order to propose a declaration, a decree or any other type of an executive order by any member of the Cabinet, but at least 50% of all leaders must agree for a vote to be called.
Rights
The Cabinet of Leaders has, among others, the following rights:
- Ratify or veto the accession of a new member to the Union
- Amend, add to, remove from or edit the Sekidean Treaty System
- Coordinate and control the Military HQ
