The Agreement of the merger of Shanghou Pact and Purple Community into Sekidean Union, commonly referred to as the Sekidean Charter, is a set of agreements bound into a single charter that guide and set basic rules of the Sekidean Union. All countries joining the Union are obligated to obey said rules as a condition for their acession.

This part of the Charter guarantees all Sekidean citizens the following rights:
- Right to life, with exceptions for people who committed treason, murder, espionage and naval piracy. No death penalty can be carried out without the approval of the Sekidean High Court to prevent judicial murder
- Right to a freedom of speech, with exceptions of hate speech and advocating for commitment of serious offences, such as murder, theft, rape, harrasment, assault or blackmail, and fake alarmism such as shouting "fire" in a crowded theater
- Right to property, except when the property was gained illegally, where the nation is in a state of war and needs said property for defense purposes, it has been abandoned, it poses public danger or is blocking a public benefit project
- Right to personal identity without exceptions, including gender change and non-binary genders
- Right to a freedom of assembly, except for illegal purposes and purpose of conspiracy, or in case of endangering public safety
- Right to a freedom of association, except for illegal purposes and purpose of conspiracy, or in case of endangering public safety
- Right to protest, except when it escalates into violent protests or is an extremist political rally, or in case of endangering public safety
- Right to a freedom of the press, to which applies the same regulations as to the Freedom of speech
- Right to a freedom of religion, except for the religions may be considered extremist cults and relgions whose stance directly endangers the other rights listed
- Right to a freedom of movement, except in case of endangering public safety
- Right to a freedom of thought, including conspiracy, but does not apply to bringing thoughts into action
