Constitution of the Republic of Stemas

The Parliament of the Republic of Stemas is the National Legislature and Supreme Legislature of the land of Stemas in conjunction with the Constitution of the Republic. The Parliament or Stortinget is made up of two Assemblies that create the Stortinget. The Upper House is called the Forbundsrådet (Federal Council) and the Lower House is called the Forbundsforsamlingen (Federal Assembly). The total Seats of both Assemblies combined is 300 Members of Parliament.

Each Member of the Stortinget serves a four-year term that is renewable only three times total. To be a Member of the Stortinget one must be a Citizen of the Republic of Stemas or have become a citzen within the last five years prior to the election cycle, be of the legal age of eighteen (18) or older, not convicted of a felony crime, or been removed from any political office by a Judicial Court.

History

The History of the Stortinget dates back to its first inception in 1851 under the re-established Kingdom of Stemas under a Prince from the Chayak Family of the Imperial House of Ahrana. The first creation of the Stortinget was under King Gustov I of Stemas in 1851 after the Independence of Stemas was granted by the Imperial Government of Ahrana, this Stortinget was only a Unicameral House and was the first attempt in Stemas to usher in more Democratic values and practices. Under King Gustov I the Parliament found heavy resentment from the Monarchy due to the Members of the Stortinget wanting to grow the Power of the Legislature and the Moanrchy not wishing to relinquish more power to the likes of the Ahranaian Monarchy had done. This power struggle would continue on till 1860 when the People would establish the First Republic of the Independent Ahranaian former Crown Lands.

During the early Republic the power of the Stortinget grew to a degree that the People asked for a formal Constitution to be drafted to state what the Stortinget had the abilities to do. The early Stortinget was a Bicameral Legislature that was then headed by a Parliamentary President who was elected by both Assemblies of the Parliament to act as the now Prime Minister who held no political power but determined when the Parliamentary Sessions were to be held.

As time went on the Stortinget soon became the structure to which it is today. Each Assembly has a Speaker of the House who heads each individual house respectively and is elected by the Members of the respected Assemblies to serve till the next Election Cycle of the Parliament. The Prime Minister is from the lower house, the Forbundsforsamlingen, while the upper house, the Forbundsrådet, acts as the final verification of the Legislative process before sending any legislation to the President.

Power and Structure

The Stortinget as the Legislature of the Republic of Stemas holds all Federal Legislative Authority within the Realm of the Republic by amending the Constitution, Declaring War, approving the Governmental Budget, creation of all Federal Legislation, and so on. The Constitution of the Republic of Stemas dictates what the Stortinget can and cannot do within its respected boundaries of government.

Forbundsrådet (Federal Council)

The Forbundsrådet is a one hundred (100) Membered Assembly that is the Upper House of the Stortinget of the Republic of Stemas, besides approving what legislation the Forbundsforsamlingen sends up the legislative process, the Forbundsrådet has final say what and where the government budget goes and has the ability to remove the President from Office on grounds of violating the Constitution. The Forbundsrådet cannot trial the President for the said violation, only the Constitutional Court can do that. The Forbundsrådet is headed by the Speaker of the Forbundsrådet.

Forbundsforsamlingen (Federal Assembly)

The Forbundsforsamlingen is a two hundred (200) Membered Assembly that is the Lower House of the Stortinget of the Republic of Stemas. The Prime Minister is elected from amongst the Members of the Forbundsforsamlingen during an Election Cycle, the Prime Minister is the Leader of the Party with the most votes or the party that is asked to form a Government by the President. The Forbundsforsamlingen is where most Legislation is created by the Government of the Republic and is debated for Legislative backing. While the Prime Minister is elected from the Forbundsforsamlingen, they are not in control of the Forbundsforsamlingen that authority resides with the Speaker of the Forbundsforsamlingen.

Membership

The Members of the Stortinget are Citizens of the Republic of Stemas that are the age of eighteen (18) or older and has met the criteria to be a member of the Stortinget, if a member of the Stortinget is convicted of a crime regardless of the level of the conviction they can lose their position in the Stortinget and barred from running for office again.

Political Parties are part of the Political Process of the Stortinget, most Members of the Stortinget are in a political party. Throughout the history of the Stortinget it has been known for Members to not be affiliated with a political party. Membership in a Political Party is not required to be part of the Stortinget as the constitution does not state this.

Legislative Committees

The Stortinget has several Legislative Committees that make up this section of the Legislative Process, there are five historical committees those being the Defense Committee, Judicial Committee, Economic Committee, Education Committee, and the Health and Human Services Committee. Today there are thirteen committees all together with two being Joint Committees.
