The House of States of the Parliament of the Federation of Dazhdinia (Dazhdin: Palata štatov Parlamentu Federacje Daẑinıje/Палата штатов Парламенту Федерацѥ Даҗіниѥ) is the impure upper house of the Parliament of Dazhdinia. It was formed as an incomplete synthesis of the Senate and the Control House on 1 January 2024, through an electoral and systematic reform approved in late 2023 in a set of new electoral laws pretaining to the establishment of the Parliamentary Assembly of CDANA.

Functionality

The House of States is a single parliamentary chamber by all accounts except for the constitutional position, with the Constitution of Dazhdinia interpreting it as a "Joint plenary session of the two upper chambers of the Dazhdin Parliament". Prior to 2024, joint sessions between the two houses were relatively rare, being limited only to reconciliation and dialogue meetings after vetos imposed by the Control House on a bill that passed the Senate, however, since 1 January 2024, the House of States operates as a single chamber in all subjects except legislative initiative (where both of the houses can propose bills on their own without consulting the other house) and appointment of some federal officials (the Control Chamber maintains the exclusive right to appoint a President Pro Tempore of any of the states if the position is vacated until elections can be held while the Senate holds the exclusive right to appoint some of the federal judges).

Members of the House of States are still distinguished by the way they were elected, i.e. the formal chamber into which they belong. Representatives elected in single member districts are referred to as "Senators" since they formally are a part of a 115 members large Dazhdin Senate while the representatives elected as compensatory members outside of their constituency are referred to as "Control Commissioners" since they formally are a part of a 18 members larger Dazhdin Control House.

Elections

Single-member constituencies of the House of States

With the establishment of the House of States, the electoral systems of the two chambers were overhauled. The elections are to be held using the former Senate's term timetable with the exception of 2024, where the Control House is to be elected using the new system along with the CDANA Parliamentary Assembly for shortened terms to bring it in sync with the terms of the Senate.

Of the 133 members of the House of States, 132 are elected in three classes of equal size. Every two years, 38 members are elected in single member constituencies using instant-runoff voting. Moreover, in every single of these elections, an additional compensatory member is elected within each of the states of the Dazhdin federation using the Dowdall system out of the unsuccessful member as a "most successful defeated candidate", amounting to 44 seats being elected every 2 years for 6 year terms. The compensatory members are de jure assigned as members of the Control House, which used to be formerly elected integrally using cumulative voting.

The last member is elected always in conjunction with the House of Representatives by the Dazhdins living in diaspora; at the same time, the Sojem of the Dazhdin Diaspora is elected.
