Plan Cinq

Plan Cinq is a major Reform Project including many sub-reforms for ensuring the stability of the newly refounded Union Pan-Républicaine following the March Concorde's Summit. The Plan Cinq is mainly redacted by the Parti Radical and its supporters, such as the Parti Société Ouverte. It was an initiative of the young Protectrice Raphaëlle Maréchal following her election by the Congrès des Assemblées. The Plan Cinq was unveilled by Maréchal's team (Novæ) the 8th April following a large document and interview she gave to the APL.

Organisation

  • The various Assemblées Nationales of the Républiques Sœurs shall be dissolved to be replaced by an Assemblée Constituante which shall obtain 1 Député per each 250 000 population cap.
  • The Député shall be elected through a direct two-rounds election for a 5 years mandate.
  • The Congrès des Assemblées shall pursue its task, and be considered as the main and sole decision-assembly of the Union Pan-Républicaine, being composed of all the Députés of the Assemblées Constituantes of its Républiques Sœurs.
  • The Conseil Supérieur and the Conseil Inférieur’s authorities shall be defined through debate and vote, and may be amended, by the Congrès des Assemblées.
  • The Ministres of the Conseil Supérieur shall be elected by the Congrès des Assemblées.
  • The Ministres of the Conseil Inférieur shall be elected by the local Assemblée Constituante.
  • The Protecteur shall be elected through a direct two-rounds election for a 5 years mandate.
  • Weekly referendum shall be organised on, nation and pan-national matters.
  • Prohibition for any Citoyen with a judiciary file to present to elections or administrative office of the Union.
  • Functionaries may be dismissed.
  • 250 000 signatures accumulated to push for a debate in the Congrès des Assemblées.
  • 100 000 signatures signatures accumulated to push for a debate in the local Assemblée Constituante.
  • Total lift of immunity for political figures.
  • Definition of no national religion, the Union proclaiming itself to be atheist.

Education

  • End of subsidies for any religious schools.
  • Increased fundings and controls for the homeschool.
  • Creation of the Institut de Recherche Pédago-Méthodique for constant improvement and research of better methods of teaching.
  • Mandatory minimum 50% of the total’s Union’s budget towards Ministère des Affaires Éducatives et Scientifiques.
  • Re-establishment of the L'Académie Panacaine.
  • Placing the Institut de la Recherche Spatiale under the Ministry’s authority.
  • Re-establishment of the Institut du Monde Europæn.
  • 100% free education for the Citoyens.
  • Nationalisation of Rosette.

Healthcare

  • Mandatory minimum 20% of the total’s Union’s budget towards Ministère des Affaires Hygièniques et Préventives.
  • Modernisation of 27 major hospitals.
  • Creation of 125 local health offices.
  • 100% free healthcare and medication for the Citoyens.
  • Nationalisation of Pasteur.

Defense

  • End of military service.
  • Professionalisation of the military.
  • Maximum effectives at 390 625.
  • Mandatory maximum 20% of the total’s Union’s budget towards Ministère des Affaires Militaires et Stratégiques.
  • Prohibits the export of the Spectre.
  • Nationalisation of Breguet Aviation.
  • Nationalisation of Breguet Électronique.
  • Nationalisation of Breguet Moteur.
  • Creation of a 3rd launchpad for the Force de l’Espace.
  • Credits allocated for Diamant V.
  • Suppression of the Gendarmerie.
  • Planned reduction of the military budget for the next 5 years.
  • Re-call of any forces not in friendly territory or doing mission over not friendly territory.
  • Nationalisation of Giat.

Social Policies

  • Official demonym of the citizens of the Union Pan-Républicaine shall be Citoyen.
  • Interdiction of Duel in all its forms.
  • Addition to the physical and sexual aggressions crimes to the category insult to honour, with a minimum penalty of 2 years for the first one, and 10 years for the second.
  • Creation of the Institution de la Sûreté de la Cyber-Toile.
  • Suppression of the Préfectures.
  • Retreat age enforced at 65 years old.
  • Voting age at 20 years old.
  • Alcohol age at 5 years old.
  • Habitation tax suppressed.
  • Nationalisation of Quant.
  • Creation of the Institut des Libertées.

Diplomacy

  • Suspension of diplomatic protection to foreign diplomats.
  • Suspension of Embassies with nations not sharing the Union’s values.
  • Slowing down connexions with the ISTC.
  • Vacant seat at the EOS.
  • Vacant seat at the ATARA.

Energy

  • Nationalisation of Areva.
  • Nationalisation of Elf.
  • Nationalisation of Énère.
  • Nationalisation of Suez.
  • Nationalisation of Total.
  • Launch for construction of 35 RP-III over 25 years (first 3 in 2 years).
  • Closing of 16 reactor nuclear over 5 years.
  • Tax on non-eco-friendly habitats.
  • Subventions up to 5% for electrical cars.
  • Subventions up to 2,5% for construction of eco-friendly habitats.

Infrastructure

  • Nationalisation of Air France.
  • Nationalisation of Inouïe.
  • Nationalisation of Altaïr.
  • Nationalisation of Aérospatiale.
  • Nationalisation of Vinci.
  • Fusion and nationalisation of Theorès.
  • Launch for production of 500 AVG over 15 years.
  • Expanding high speed railways between the Républiques Sœurs.
  • Uniformisation of fidelisation and paying program with the Cartenav for local train, tramways, metros, high speed trains, bus and plane.

Finance

  • Communisation of the debt.
  • Nationalisation of the Crédit Républicain.
  • Creation of the Banque Centrale.
  • IVA tax to be set at 0% for restaurant/food/wine, 5% for eco-friendly product/services and lowered from 12 to 10% nominal.
  • Investment of 1 billion Francs to Nûmes.
