The Minority Caucus of the National Assembly of the Confederacy of Walneria (Walnerian: Mindŕhaitskókus Nacionálfŕzamlunkŕ Rósberisses Aidgenosënssaftes; Ustokan: Menšinový sbor Národního shromáždění Skopiňského zpříseženství; Upper Malenik: Mjeńšiny kokus Nacionalne zhromadźizny Skopinskogo pśisežeństwa ; Lower Malenik: Mjeńšyny kokus Narodnje zgromaźiny Skopińskogo přiseźeństwa) is the only permanent recognized caucus of the National Assembly of Walneria, that assembles MPs elected in the electoral regions V and VI, which cover the Ustokan Settlement Area and Malenik Settlement Area respectively.
History
The Minority Caucus was established after the 1999 Walernian Constitutional Referendum, which was called for by the Union of National Minorities, which, among others, approved the formation of the two settlement areas in Walneria. The minority caucus, created to assemble MPs elected from those new areas, was given powers to control the flow of the legislation in order to ensure the sovereignity of their respective national minorities.
Convocations
The first ever assembled Minority Caucus, formed in 1999 from MPs elected in the parts that were to become the new autonomies, existed for less than a year, and is usually listed as the "0th Convocation". After this, as of 2022, there have been 6 more convocations (numbered 1 to 6).

Rights
The Minority Caucus has no legislative powers on its own, but in order to prevent majorization, they can impose a so-called "Minority veto" (Walnerian: Mindŕhaitsveto; Ustokan: Menšinové veto; Upper Malenik: Mjeńšine veto ; Lower Malenik: Mjeńšyne veto) if 2/3 (8 MPs) agree to veto a piece of legislation. Besides of this, they can propose an amendment to the legislature that may be threatening the rights of the minority administration.
They elect their own president, which has the power to organize votes on vetos of the Minority Caucus and can interject the order of speech in the Assembly in order to add in a minorities' opinion (the right to interject has the President as well as all the leaders of other clubs, however, only the President and the Minority Caucus President have the highest priority).
The right to veto is delegated to the Minority caucus by the Ustokan National Council and Malenik National Council, which are in power of the Ustokan Settlement Area and Malenik Settlement Area respectively. Those settlement areas have the right to interject into the process of the Minority Caucus if they recognize it to not be representative of their will.
