Federated Commonwealth of New Iberium, known officially in Iverican as Federaté Opicomúnidat dei Nou Iverio, concisely as Iberium, and informally as the FedCom, is a political and economic union of 5 member states of which four are located in Argis and one in Alharu. Its members have a combined area of 563,257 square kilometres (217,475 sq mi) and an estimated total population of approximately 107 million. The FedCom has a centralised executive body which manages the process of standardising and merging economic, military, and political institutions and systems for the goal of creating a united federal government by the year 2022. The Federal nature of the union means that representatives of each member state are expected to act as the sole consenting or dissenting authority in FedCom's executive body, the Federal Council.

Membership in the Federal Commonwealth is restricted to "Solidaridad" States, or states wherein the majority of the population directly descend from one of the several cultural-ethnic groups of the Europan Iberic Empire. Currently, the FedCom is composed of the Republic of Iverica, the Duchy of Verde, the Free State of Vasqqa, the Confederate Union of Narva, and the Republic of Greater Galicia.

Major formative events:

  • 10 March 1918 – Formation of the Association of Iberic Nations (AIN). The organisation was formed under pretences which included the need to discuss growing interests in reunifying Iberic diaspora states. Though the organisation was instrumental in shaping the essence of several articles of the Federal Commonwealth and did provide a platform for early federalists to propose what would eventually become the Charter for Reunification, the association as a whole failed on numerous occasions to gather a consensus.
  • September 1931 - Iverican Primo Carlos Alonso organises numerous conferences inviting various constitutional law and international law experts to try and draft a proposal for a unified diaspora. The proposal submitted by the end of 1933 would become the basis for the current charter and articles of the federation.
  • 12 June 1955 – The AIN calls for a general assembly. Prompted by the public interest in federalising several of the Argic-Alharun diaspora states, a multinational referendum is called. Unfortunately, heightening tensions between Iverica and the Duchy of Verde are largely responsible for the failure of the referendum.
  • 2 December 2017 - Iverican Partes Peninsulares submits Constitutional Amendment Bill no. 103. The bill passes on January 3 of the following year and becomes the 16th Amendment to the Iverican Constitution. Under this amendment, the Iverican state is explicitly permitted to integrate autonomous regions that share the Solidaridad status. The amendment's expanded definitions also permit the Republic to enter into political and/or economic unions with other Solidaridad states without conflicting with the constitutional basis of Iverica's Republicanism.
  • 17 May 2018 – The Ultramares Conference takes place between the heads of state of Iverica, Verde, Vasqqa, Narva, Galicia, and the Ultramares. During these proceedings, the consensus to conduct another multinational referendum on the question of federalisation is reached. On the 19th of May, the Federal Referendum is announced for October 1st of the same year.
  • 17-21 October 2018 – A crisis in Vasqqa temporarily causes the Duchy of Verde to suspend its voting on the Federal Referendum. Consul Lorensso Subiri of Vasqqa is assassinated by Raqqan extremists, causing an eruption of violence in Raqqan-Vasqqan areas. In response to a number of anti-Raqqan pogroms in various Vasqqan cities, the Raqqan Autonomous Region declares its emancipation from the Republic of Vasqqa and mobilises its gendarmes. Citing the severity of the situation, Duke Borbon ét Carlos calls for a temporary suspension until the crisis is resolved. The governments of Narva and Galicia likewise follow in suspending their referendums.
  • 2 October 2018 – The states of the Argic-Alharun diaspora formed the Emergency Federal Coalition and intervene in Vasqqa. Declaring the matter an internal issue, the Coalition agrees to mobilise their respective forces and establish a joint peacekeeping force. The conflict ends with the Coalition occupation of the border between Raqqa and Vasqqa proper. The Coalition rapidly executes a number of military policing operations and is allegedly responsible for the quick end to most civil unrest in urban centres. Some intense skirmishes are fought, but Raqqan insurgency is quickly suppressed by the peacekeepers.
  • 2 February 2019 - Raqqan guerillas are forced to withdraw into the Vasqqan cordilleras. Talks between the Coalition and the Raqqan region's provisionary republic begin later in the month.
  • 1 March 2019 – Both the Raqqan provisionary republic and the Federal Coalition announce that terms have been reached. By January 2020, the Raqqan autonomous region will be emancipated from the greater Republic of Vasqqa. The Raqqan Republic will be recognised as an independent state by the Federal Coalition. Raqqa will also be forced to remove its armed forces and follow a strict "self-defence limitation" which will restrict its armed force's manpower, infrastructure, weapons procurement, and weapons development.
  • 1 April 2019 – The referendum resumes for the Federal Coalition's member states. Public opinion, polled from NGO and state sources, is shown to have been positively affected by the Coalition's response and its two-state solution. Polls in provinces with a significant remaining Pro-Raqqan Vasqqans showed an increase in votes to federate, the average range of positive change being from 12%-22%. The referendum closed on schedule on the 30th of April. Iverican voters were 96% in favour of federating. Vasqqan voters were 72% in favour. Verdense voters were 93% in favour. Narvans/Narvics (Confederate Union of Narva) were 88% in favour. Galicians were 94% in favour. An average of 73% of respective populations participated in the referendum, meeting the required minimum of 66%. All nations' referenda also exceeded the minimum approval percentage need to federate, which required at least 70% approval from the participating voters.
  • May 2019 – The Federal Coalition holds another executive conference in order to discuss administrative machinery and an action plan for the eventual total-federation of the Argic-Alharun diaspora. It is decided that the Federation will officially become active on November 11, 2019. The remaining months until that date were allotted for government offices and public institutions to be briefed.

Demographics

Constituent populations of the Federated Commonwealth are mostly members of the Iberic Diaspora. The vast majority are mixed Iberic-Narvic creoles, though there are significant populations of Iberic-Indiense concentrated within the Verde Sea regions. Other notable minorities include Esonians, Prymontians, Soluks, Fulgistani, Cussians and more. About 98.9% of constituent populations are documented Solidaridad Nationals, including a limited number of citizens with little or no Iberic ancestry.

Effectively considered a supranational organisation with the authority to regulate national banking, currency, internal migration, among other powers, the Federated Commonwealth's constituent states remain independently recognised sovereign states, though they often address wurld issues as a collective through their representatives in the Federal Council and through FedCom foreign policy.
