Wilhelmburg is a Confederate Constitutional Monarchy surrounded by PyeMcGowan, formerly a semi-independent confederation in PyeMcGowan. The first settlement was founded in 1489, in Currently unclaimed Territory between the mountainous region along Lake Mountapricot and the Auraid Bay in Southerland, by a diverse group of settlers from South Mid Europa. Full PyeMcGowian control lasted until 1899, as defined in the First Treaty of Jeneva. The treaty states that the Confederation may never go to war, and its people may never be conscripted into any military apart from its police forces. Therefore, it has become one of the most peaceful cities in the world, with low taxation and relaxed laws with regard to victimless crimes. It has become a hub for arts and finance, as many financial crimes, illegal in PyeMcGowan, are legal in the Confederation.

The Confederation is home to multiple luxury brands including Rolex Unitsen, Charles Capferrat and Chocolotier Mindt. The mineral wealth in the mountains in used in the Jewellery and watches from the area. The simple fact that products are made in Wilhelmburg and Jeneva adds to its value. Some products have half of their costs derived from its production facility’s location.

Wilhelmburg and Jeneva is also a center of diplomacy, hosting several international organisations such as the World Monetary Bank, Center for Diplomatic Talks and the international law enforcement agency Unipol. Countless treaties have been brokered in Jeneva's diplomatic sector. It is home to one of the world's most advanced security systems, able to protect and sustain over 22,000 people from a nuclear bomb attack. This has been attempted by terrorists aiming to kill thousands of foreign delegates at the 2012 World Peace Conference.
