The Interim Legislative Committee of the Confederacy of Walneria (Walnerian: Fŕloifí Lógóssus Rósberisses Aidgenosënssaftes) is a non–steady constitutional body of the Confederacy of Walneria, that serves as a legislative body in the case the National Assembly of Walneria can not hold regular sessions.
It is assembled under the following circumstances:
- In the time between elections are held and after the National Assembly's term has ended
- Under the state of national emergency or in a state of war
- If the National Assembly is in a prolongued recess lasting longer than 60 days and the President has requested legislative action
Functions
The Interim Legislative Committee consists of 12 members of the National Assembly of Walneria, of which at least 2 are members of the Minority Caucus. These members are elected using a proportional system or are appointed based on an agreement that has a support of at least 3/5 of the National Assembly. President of the National Assembly is ex officio the president of the Interim Legislative Committee as well.
The Interim Legislative Committee does not have the right to pass constitutional amendments are permanently ratify international treaties, but has a right of temporary legislative initiative. All laws passed by the Legislative Committee must be confirmed within the first seven days of the session of the National Assembly following the era of recess or they expire. Additionally, the Interim Legislative Committee may not overturn the veto of the President, if they choose to veto the legislation passed by the Committee.
Additionally, in case of the triggering of the Armageddon Clause of the Constitution of Walneria, the Interim Legislative Committee is granted the full rights of the National Assembly indefinitely.
