Het Autonome Republiek Havenburg (Anglish The Autonomous Republic of Havenburg), also known as "Havenburg" or "HAR", is a city-state located in south-central Argis. Havenburg is a Republic that contains five municipalities, a metropolitan area and one special international zone. The HAR was formerly known as the Havenburg Autonomous Region, a semi-autonomous province of United Federation of Baltica. In November of 2022, the Keelpijp Treaty was signed, which oversaw the transfer and established the Autonomous Region as an Autonomous Republic under the sovereignty of Het Huisselant Variota. The Havenburg Autonomous Republic is part of the Gintarian League.

The Autonomous Republic administers a total of 2,282 square kilometres of land area, taking up the tip of the Kauni Cape. Its largest population center is the City of Havenburg which is also the capital and the commercial center. While much of the republic is urbanised and residential, a significant percentage of land is reserved for industrial districts, agricultural districts, military districts, and port infrastructure. The HAR's 4 municipalities each consist of a single township and surrounding environs. The HAR's "special international zone" on the republic's south-west coast consists of military districts and residences leased by the Tricontinental Defence Treaty Organisation (TRIDENT).

The port of Havenburg is the oldest populated district of the HAR and of Havenburg City. It is believed to have been first settled by Ras fishermen who setup a small settlement around the area in 1453. In the year 1702, Aloorian merchants from Variota constructed an adobe quay and established a small merchant outpost after paying tribute to the local rulers of the area, that being the Princes of Tranberg who ruled over the Principality of the same name. Continued migration from Variota grew the settlement into a city. By 1810, the city was officially named Havenburg and had a metropolitan population of 11,000 Aloorians and 4,000 Ras. The city council consisted of 12 elected councilors representing each district. It was responsible for legislation and law enforcement within its boundaries. The boundaries were represented by a score of stone pillars erected every 50 miles. Though the city council was self-governing within the region's boundaries, its population was required to provide levies to the Princes of Tranberg if needed.

Prior to the establishment of the Baltican Federation, a referendum was held on the issue of joining the United Federation. A total of 64.1% of the population voted in-favour of autonomy over federalising. On November 5th of 2022, Havenburg joined the Federation under a special provision that permitted its autonomous legislation, democratic process, and internal affairs. However, Havenburg was required to recognise the United Federation's executive powers, border policies, and taxation laws. From November 10-16th, negotiations between the United Federation, the City Council of Havenburg, Variota, and the TRIDENT led to an amicable and solicited change of executive power under the Keelpijp Treaty. Currently, Havenburg is recognised by Baltica, Variota, and member states of TRIDENT as a Variotan-administered autonomous republic in Baltica.

Havenburg is known for being a logistical hub between north-eastern Alharu and southern Argis. Much of its economy derives its value from maritime services and maritime commerce. As of 2023, hospitality, construction, and consumer staples have gained a larger stake in the republic's economy due to the TRIDENT Joint Base constructed to the port's west. The Havenburger economy has a notable but minor industry in casinos & gaming, fishing, and packaging & distribution.
