The Hiseran Broadcasting Group, also shortened to HISCAST and known by the abbreviation HBGTV, is the Public Broadcasting Group of Hisera, being directly funded by the Hiseran Government but not being controlled by it. It is an indicator that the government sees the source as either:

  • Influential/Popular
  • Historical/Having had a significant impact on Hiseran Culture
  • or run by a state-owned media company (usually the HBC)

In the context of the HBG, 'Broadcasting' refers to most forms of Media, including both analogue and digital.

History

Pre-Consolidation & Consolidation

Prior to the consolidation of Broadcast groups under the HBG, Television was largely dominated by three private groups:

  • AlarmagnatTV
  • Parlaein-Medium
  • Solutzcie Informatyczkess Hiseran

These groups had maintained a stable market monopoly over both analogue and digital media since the 1920's, when they were granted large freedoms to operate and seize the market under the First Republic. In his biography from 1965, "Revolutionary Statesman", Marquin discusses his reasoning for the creation of the HBG.

"Prior to HISCAST, you could scarcely trust the media to not have some sort of corporate bias. Ultimately, they served their bourgeoisie masters loyally, spouting mindlessly the various lies and not-truths their masters told them to spout. In addition to this, the profit-creation motive of their private nature left many Hiserans without access to any form of media due to the unaffordable cost for those living in more rural areas, a problem which the HBG tackled without retreat. In essence, the creation of the HBG would be a victory for both truth as well as the common man."

However, not everyone agreed with Marquin on how beneficial the creation of the HBG was for Hisera and Hiseran Society. In an interview with ParlaTV in 5th September 1957, notorious right-wing Libertarian Mikal Alumski would explain his and his colleagues opinions on the change to the independence of Broadcast groups.

"This is a clear violation of our civil rights as free and independent entrepreneurs! Our hard-built companies are being snatched away from us by the greedy State! Government-endorsed robbery! Let me tell you, this isn't about 'preventing bias' but the exact opposite, enabling it! The days where media was independent and could publish stories that disagree with the government are long gone now! 'What's next?' is the new question on everyone's minds. Today they take away our media companies, tomorrow goes free speech!"

However, discontent regarding the decision would eventually fade and the general public largely didn't mind the government centralisation of media, with Marquin winning the Presidency for a third-term in 1961 with a large majority.
