The Concilio Populi (''Anglish: The Council of the People'') is the higher chamber of the federal legislative branch of the Sanctum Imperium Catholicum.  Ancient records from the First Salvian Imperium date its first establishment in the late 5th century BC, however it did not exist in its modern form until the end of the Peoples’ War in 1709.

The ''[[Concilio Populi]]'' (Anglish: ''Council of the People''; Salvian: ''Consihera Vulgatu'') is the lower chamber of the federal legislative branch of the [[Sanctum Imperium Catholicum]]Along with the ''[[Concilio Clerici]]'', it makes up the [[Salvian Convention of Houses]].  It is the representative body of Salvian citizens.  Pursuant of Article 1 of the 1709 [[Salvian Constitution]], the ''Concilio Populi'' has 1 representative for every 100,000 plus 10; as of 2020, there are 240 representatives, of which 230 are elected by constituents and the other 10 are elected by the ''Concilio Clerici''.  Representatives are styled as "representative" and meet at [[Alexis Hall]].
 
The ''Concilio Populi'' is charged with the passage of federal legislation, which, after concurrence by the ''Concilio Clerici'', are sent to the president for consideration. In addition, the ''Concilio Populi'' has certain exclusive powers, among them the power to eliminate bills that were proposed and passed in the ''Concilio Clerici'', the impeachment of federal officers, and the responsibility of introducing legislation related to revenue, as the 1709 Constitution forbids the ''Concilio Clerici'' from doing this.

The Concilio Populi was originally created in 470s BC, where records of it begin.  It had the job of creating and passing new laws and signing treaties with foreign powers, however was subject to the monarch, who, at any time he pleased, could overrule the laws or any other action by them without council.
It existed in this form for the First Imperium until its quick dissolution by the Second Imperium around 67 BC.  It wouldn't be refounded until the nation's new Constitution reinstated it in 1709, with the first elections being held in 1710.

Along with the Concilio Clerici, it makes up the Salvian Convention of Houses. It is the representative body of Salvian citizens. Pursuant of Article 1 of the 1709 Salvian Constitution, the Concilio Populi has 1 representative for every 100,000 plus 10; as of 2020, there are 240 representatives, of which 230 are elected by constituents and the other 10 are elected by the Concilio Clerici. Representatives are styled as "representative" and meet at Alexis Hall.
