The Caretaker Council is elected from the members of the houses of the parliament after each elections, electing a list of members and a list of substitute members which are to take office in case one of the members leaves or dies. After that, every year, a yes/no vote is held if they wish to maintain the composition of the council (if "NO" is voted, new representatives are elected again).

The Caretaker Council of the National Council of the Republic of Sawbrania (Sawbranian: Plegtʎkər Consil ꜵv dhe Nacional Consil ꜵv dhe Republik ꜵv Ssavbrʎnie) is the standing committee of the National Council of the Republic of Sawbrania, that passes provisional legislation when the parliament is in recess. Also serves as a provisional legislative body that passes laws and regulations after the parliament is dissolved before Snap elections can be held.
