The Council of the Republic of the National Council of the Republic of Sawbrania (Sawbranian: Consil ꜵv dhe Republik ꜵv dhe Nacional Consil ꜵv dhe Republik ꜵv Ssavbrʎnie) is the upper house of the bicameral National Council of the Republic of Sawbrania. Some people raise issues with how the system on elections and the functionality of the parliament is established, sometimes classifying the legislature as a toy parliament.

The elections are held every 5 years, always starting on Friday at 14:00 (2 PM) and ending at 14:00 (2 PM) on Saturday. There is a single (or multiple if there is a lot of parties parttaking) ballot (Electoral list), which is marked with a blue stripe (the Council of the People ballots use a red stripe). It features the header with the name of the electoral region and words "Candidates for the Council of the Republic", followed by the listed times when the voter can vote.

The list on the ballot consists of parties, each listing three names (always listing the full legal name, age, employment and gender). A voter can give up to 3 preferrence votes to the candidates he wishes to see elected (or mark a single party on the list). Preferrence votes are given by circling the number in front of the favored candidate.

A voter can give preference votes to candidates from more than one party's candidates, even if they are physically printed on different ballots.
