Role
The Federal Chancellor or just Chancellor is the head of government for the Republic of Hveradalur. Each incoming Chancellor forms the cabinet that will make up the executive ministries, when selecting the incoming Ministers, the Chancellor has the right to decide who goes to what ministry and must seek Presidential approval for all cabinet approvals.
The Chancellor introduces the governments agenda into the Alþingi (Parliament) where the legislative process will determine if any of the laws the government wishes to ratify can become law. The Chancellor also has the second authority after the Federal President to
Election
The Federal Chancellor of Hveradalur is picked from among the Alþingi or the Federal Parliament from the largest political party during an election. The Party leader of the largest party will be asked by the President to form a government to serve for four years, or the parliament is dissolved, or the Chanceller is dismissed by the President. To be the Federal Chancellor it is not a requirement for the person to part of a Political Party, if the person is able to form a government from amongst the Members of Parliament, then the person can challenge the Majority Party for the Office of Chancellor. Such a challenge has not been held since 1921 and the move was seen as a controversial one among politicians.
Confidence
The Federal Chancellor has the right and authority to call for a vote of confidence in their government, if more than two-thirds of the Parliament vote in confidence of the current government then a mandate is still in power; however if the vote of confidence is ruled as a no confidence vote then the President can be asked by the President of the Alþingi to dissolve the Alþingi and call for fresh Parliamentary Elections. No political party may override this procedure with internal politics of the political party, if a vote of no confidence in the government is found then an election is required to be held.
Vice Chancellor
The Vice Chancellor is picked by the Federal Chancellor to serve at the please of the Chancellor and may be changed at any given time so as long as the Chancellor gives the sitting Vice Chancellor a thirty day notice of replacement. The Vice Chancellor does not have to be from the same political party and can be from another party that may be in the government through a coalition government. The position is not an appointment but merely a cleric role.
Official Residence
The Federal Chancellor has two official residences, one is the Official State Palace in the countryside of Hveradalur and the second residence is the private residence of the Chancellor and their family. The State Palace is used to receive foreign visitors, Ambassadors, Consoulars, and other Officials of importance.
The State Palace is a old Royal Palace used by the Kings and Queens of Hveradalur and Ahrana as a country retreat from the public eye. The building was built between 1700 to 1731 for Royal and Imperial use. When Hveradalur gained its Independence the Ahranaian Royal Family lived in exile for some time in the palace till being moved to the Republic of Stemas where they spent the rest of their exile.
The Private Residence is also State Owned and has been used by the Office of Chancellor since the first devolved government was formed in Hveradalur in 1802 under Ahranaian rule. This Palace now called Residence was official built as the country estate of an Ahranaian Noble who fell from grace from the Ahranaian Monarch and was killed in battle. Today the Estate has remained unchanged except for the gardens that litter the estate grounds.
