The Amber Lake Economic Community or “ALEC” is a Economic and to some extent military alliance between nations within Central Argis, specifically those located around the Great Lakes. Currently its comprised of four states, this being Baltica, Hugostan, Perkunia and the Amber Isles. It operates a formal Council in the Baltican City of Kauni, where frequent meetings to discuss both future economic projects, further economic integration and on occasion joint military cooperation occur regularly. The council's official languages are Dolchic and Raskian, although Raskian is more frequently used as there is a considerably larger number of Raskian parliament members. The organisation was established in 2022, after the peaceful exit of the Amber Isles from the Batlican Federation, after which a common Market was established between Baltica and the Amber Isles during the Amber Resolution. It has since expanded to include both Hugostan and Perkunia.

History

The Idea of a joint Economic Alliance within the Great Lake regions had been thrown around for many years. In 1978, Baltican Economic minister, Johan Lugervin proposed the idea of the Amber Road, a joint alliance between the states around the Amber Lakes seeking to expand trade and encourage foreign investment. Although his proposal was unable to gain popularity among the more conservative and isolationist members of the Republic Government, his ideas would remain very popular with the Baltican Liberals who would carry on his ideals to the next government.

After the Baltican Civil War was resolved, a large part of the previous Baltican Fleet had been stranded in the Amber Isles, having fled there just as the war broke out. The Amber Isles, which opposed reunification with mainland Baltica, instead agreed to become a so-called “Dependency” of the Baltican Federation. On September 24th, President of the Baltican Federation Hornumas Vytis and President of the Amber Isles Aras Kostas would sign the “Amber Resolution” officially making the Amber Isles a protectorate of the Baltican Federation and a common market was formed. This saw the first iteration of the Amber Lake Economic Community, which became the common term used to describe the new shared common market between Baltica and the Amber Isles.

In October, the Baltican government; mainly at the behest of Hornumas and his economic ministers, began to reopen trade between Baltica and her neighbour states, particularly Perkunia and Hugostan. Although Hugostan had not been too dependent on the Balticans trade wise, it rushed for the opportunity to become Balticas main construction material provider, and saw access to the Amber Lake Economic Community mainly for the free movement of goods and Baltican Investment. Perkunia, which had been significantly more tied to Baltica, saw a much more positive reception to ALEC and Baltican economic expansion, and actually asked to join ALEC itself, rather than wait for an invitation.

Council

The Council of the Amber Lake Economic Community (CALEC) consists of 39 representatives, which are chosen in advance by the nations they represent. Although the council does not have any power in of itself, it is responsible for drafting economic projects as well as allocating funds from the multiple Monetary Funds that the council oversees. Although the alliance does not have a military branch, it helps act as a mediary when it comes to organising joint military endeavors between all the states of ALEC. Regular meetings occur monthly, although as time goes on it is planned for regular meetings to take place every 3 months, whilst emergency meetings can be held at any time that is seen fit.

Baltican Intermary Council

The Baltican Intermary Council is a separate council from CALEC. It is reserved solely for the various Republics that make up Baltica, as well as the Amber Isles. This council helps manage the allocation of funds in Baltica propper, and helps organise plans between Republic Borders as well projects between the Republics and outside states. Recently the Intermary Council helped approve the construction of the Gurvingburg-Diems rail line between the Republic of Govir and Hugostan.

Languages

The council has two main working languages, this being Raskian and Dolchic. All members of the CALEC must be able to both speak and understand Dolchic and Raskian to a simple level. The Council of the Amber Lake Economic Community also publishes all of its materials in Dolch and Raskian. The Intermary Council however only has Dolch as its working language, whilst Raskian is instead translated to only Raskian speaking officials. Currently, the Intermary Council plans to implement Raskian as a secondary working language in 2023, as was agreed during its first meeting in October.

Work

Location

The current headquarters of the Amber Lake Economic Community resides in the Baltican city of Kauni. The former Kauni-Baltican Cultural centre has been renovated to act as a new main Council building for the CALEC branch of ALEC. Meanwhile, the main council building of the Intermary Council rests in the Goja, with a secondary location in St Casimir City located within the Amber Isles.

Observer States

As part of Balticas Initiative to establish itself as a legitimate continuation of the previous Baltican Republic, it has invited multiple nations to join as "Observers" within the Amber Lake Economic Community. As of now, there is one observer state within ALEC, this being Ahrana who joined as an observer in November of 2022. Although it joined only in an observing capacity, it was seen as a big victory in terms of regional recognition of the new Baltican Regime.
