The Ministry of Agricultural and Nautical Activities (commonly referred to as MOANA) is the Macanocan government ministry that administrates all activities based in Agriculture and Fishing. Founded in 1954 the institute has been surrounded by many scandals and conspiracies, primarily due to its affiliations, members, and activities.

The first minister was Edwardo Athmos, founder of Athmos holdings, and is known to have strong relations with the Macanocan Mafio. The Ministry also administrates taxation of farms and plantations, which, from leaked documents, has lead to tax evasion and money laundering. This has earned the agency the nicknames ‘the ministry of crime’, ‘Government Mafio’ and the department for money laundering.
