The Santa Polvo Cartel (Iberic: Cártel de Santa Polvo), also known as the SPC is a large, international organized crime syndicate that specializes in illegal drug trafficking and money laundering. It was established Pecario during the late 2000s. It is currently headed by a leader with an unknown identity surnamed El Ombre. The Santa Polvo Cartel is primarily involved in the distribution of cocaine, heroin, methamphetamine, fentanyl, cannabis and MDMA.
As of 2023, the Santa Polvo Cartel remains Pecario's most dominant drug cartel : they alone have 100,000 armed men, according to official Pecarian government sources. Their operations extend not only in Manamana but also in Itza, Baltica, Xio, Florentia, Garindina, United Republic of Aurelia and in Europa.
Origins and History
Santa Polvo was founded by El Ombre, a dangerous sicario who had a dream of creating a narco-state. To accomplish this, he formed the Santa Polvo Cartel in 2003. The citizens were given two options: "silver or lead" - work for Santa Polvo, or be killed. Before the domination of the Santa Polvo Cartel, there were many other Pecarian Cartels and it was El Ombre who killed its leaders one by one and slowly took over drug-trafficking in Pecario.
When President Luis Mesa's government decided to respond to the threat of the Cartel, it was already too late. Many politicians had been corrupted or had aligned themselves with the favors of the Santa Polvo Cartel. Under Mesa's presidency in 2018, the units of the Federal Police, Military Police, and Naval Police were consolidated into a single unit called La Vanguardia. This unit had the goal of combating the Santa Polvo Cartel.
A violent period of conflict between Vanguardia forces and Santa Polvo drug traffickers erupted in 2018, resulting in several thousand deaths throughout the country. Mesa's government collapsed in 2019, forcing him to resign from his position. He was replaced in 2020, after a year of transition, by Andreas Lineria. Seeking to end the conflict, Lineria made a deal with the Cartel, offering to turn a blind eye to their trafficking activities in exchange for an end to the massacres of the population (This deal is a taboo subject in Pecario and ,officially, no evidence has been able to confirm the existence of such a deal. The Pecarian government denies any peace agreement with the Santa Polvo Cartel (2022)).
