Xincheng (/ɕinːʈ͡ʂʰəŋ/ SING-chung; Huang: 心城; pinyin: Xīn chéng; alternatively aromanized as Singcheng) is the capital of Heiheguo, the official capital of the Xincheng Governorate, and the largest city of Heiheguo. The Greater Xincheng area has a population of over 5 million. Located on the [name]-[name] confluence of the Heihe river, Xincheng was founded around 1000 CE, about the time of the re-reunification of Higher and Lower Heiheguo, by the [name] dynasty.
Etymology
The name "Xincheng", also sometimes spelled "Singcheng", is the Anglish name for Heiheguo's capital. The names come from the Huang name for the city, "心城", which literally translates to "Heart City." Other translations say the name means "Central City". The name primarily comes from its central location in the country, as well as its importance to the State.

Xincheng is located in central Heiheguo along the Heihe river.
Climate
Xincheng, the climate is classified as a hot desert climate (BWh according to the Köppen climate classification system). From March to May, the air often becomes uncomfortably dry due to Alharun desert winds. This dust brings daytime temperatures over 38°C (100°F) and sometimes over 48°C (119°F), while the relative humidity can drop to 5% or even less. During the summer-time, the highs rarely surpass 40°C (104°F), and lows usually drop to about 21°C (69°F). Meanwhile, in the winter, high temperatures in the city range from 14 to 22°C (57 to 72°F), while night-time lows drop to below 11°C (52°F), often to 5°C (41°F). Rainfall is sparse and only happens in the colder months, but sudden showers can cause severe flooding.
