House of Representatives

Electoral regions for the House of Representatives

The House of Representatives is elected for 4 year terms on years divisible by four. A total of 200 members is elected, however, these members are proportionally divided into 14 electoral constituencies, in which elections take place. Elections take place using the Hare quota, a form of proportional representation, on closed party lists.

Moreover, in every constituency, there is an electoral threshold of 5%. If a political party or alliance crosses this threshold in the set electoral constituency, they then participate in the apportionment of seats in the said constituency. However, if the party manages to cross the threshold in at least 3 constituencies, all other constituencies' thresholds are waived and they may participate in apportionment in all constituencies.

House of States of Dazhdinia

The House of States is a formal joint session of the Senate and the Control House, which, following the unofficial establishment of a bicameral system on 1 January 2024, turned into a de facto upper house of the Dazhdin Parliament. Following this merger, the electoral law has been overhauled.

Electoral system

Of the 133 members, 115 are formally senators and 18 are formally control commissioners.

All senators are elected in single-member constituencies in three classes, each of which has 38 seats. The boundaries of the constituencies may not cross the borders of the states. Each class is elected for 6 years, and elections are staggered, with each class's election being held 2 years apart from the others. Elections into the classes take place on odd-numbered years.

The senators are elected using a system of instant-runoff voting, where voters rank the candidates on the ballot from the most to the least preferred option.

The control commissioners are elected as supplementary members, with each state of Dazhdinia having one supplementary member per class (i.e. three in total). Supplementary members are elected using the Dowdall count system from the ranks of the candidates which failed to win in their constituencies. The candidate with the highest count score from among all the unsuccessful candidates of all the constituencies of the said state are automatically candidates for the position of the control commissioner.
