In its earliest history as a united nation under one leader, Vetok was a feudal state. The chief of the priest-kings, Tollivant the Wise, was given tribute by his subordinates in much the same manner as many other states, typically offerings of collected riches robbed from the dead victims of their rites, or offered lives. Such was Tollivant's 'wisdom' that he manipulated these sacrificial offerings, throwing them into gladiatorial pits for the pleasure of fighting and dying to prove their worth to him, and to seize the prospect of a better life. Such a way bred cruel and decadent fighters, and they in turn oversaw the levy-masses he ordered to war. The irony that they would have been in such a levy just a few years previously was lost on them.


The Vetokite military has always been traditionally based around a strong navy, given the high proportion of coastline and the proximity of many populated areas to that same coastline. Over time, however, it has slowly grown to incorporate additional branches, such as the Airforce, Special Forces, and the Strategic Weapons Command. At the moment, figures for enlistment in the Vetokite military stand at over one million men and women in all branches. This counts solely active-duty personnel however, and the number of reserve personnel who have been discharged but remain ready for duty is estimated to be around the same number.

History

Settling and the Aroman Occupation

The first inhabitants of what was to become Vetok were migrating tribes of modern humans, or Homo Sapiens, who moved across the breadth of Europa into the open grasslands and mountain valleys that lay before them. Modern researchers and archaeologists have, over the years, slowly worked to pin down and identify what they believe to be the original site of the first proto-conurbations of the early natives. Most theories place this as Gárádawin Province in eastern Vetok, where a small but bustling city sharing the same name sits on the banks of the Elda River, where this enters the lowlands.

Over a thousand years ago, the land that was to become Vetok was nothing but grasslands and mountain ranges dotted with villages. Thanks to the spread of these villages, and the sheer distances between many of them, few people ever left their village for another. Only a few exceptions existed, with towns on the coast benefiting from their use of boats to visit others with a network of early feudalistic warlords who skirmished amongst each other in search of territory and riches. Although the land was occupied by the Aroman Empire for a prolonged period of time, this did little to unite the various regions, with those selfsame warlords overthrowing the remnants of the imperial administration during its long retreat, and imposing a bloody era of conquest lasting some three centuries.

The creation of the Dominion

Expansion and Strife

The Splendid Century

As an early inheritor of the Industrial Revolution, the United Dominion emerged as one of the dominant naval powers of the Kosscow Sea, backed by the booming textile and metallurgy sectors. This rise in industrialisation led to many inhabitants of the more rural areas of Vetok flock to the cities, especially those that had previously composed the Free Cities of the Baben League, given that they already enjoyed reputations for greater socio-economic equality.

The Unified Dominion

Following the struggles with their eastern neighbour in the prolonged Eastern Marches skirmishes, Vetokite ambitions for greater territorial change were largely checked. First Minister Herbert Brysdale instead directed this energy towards the annexation of a long-standing thorn in the country's side, the Arakite People's Republic, which was as famous for its agricultural fortune as it was for its fierce resentment of the Dominion. The 1st Arakite War, an off-shoot of the conquest of the Principality of Audra, had been met with a decisive defeat in the 1850's, and the 2nd Arakite War of 1939 had ended in a stalemate. During the early stages of his tenure, the First Minister instigated a series of provocations towards the Republic, ranging from economic pressures to cross-border raids, eventually declaring war in 1951 following widespread public support. The war lasted a further two years, and ended with thousands of dead on each side of the conflict as the Arakite National Guard took full advantage of their being able to operate on interior lines.

Changes in the new Millennium

Following the turn of the new millennium, the newly ascended Emperor Vetok XII led a widespread crackdown on the liberalisation towards religious freedoms that had increased over the preceding decades. This culminated in the All Saints Day Massacres of 2012, where theists of any creed or belief were murdered at the Emperor's behest by extreme elements of the Order of Dellacore. Although by far the bloodiest example of His Majesty's harsh rule towards theists, he imposed greater societal and legal restrictions upon them as well, essentially casting them as 'second-class' citizens. Vetok XII's reign did not last long however, owing to his untimely death following a brief but sudden illness. His successor, Earl Robert of Ilunsheim, with seniority amongst the imperial dynasty, quickly took the reins of the nation in hand, halting all of his predecessor's laws and decrees in favour of a general amnesty. Well-publicised trials for those who had committed the worst excesses of the Massacres followed, and the Emperor also took the opportunity of the Force 2016 miltary review to merge the Order of Dellacore into the standing arms of the nation, as the newly formed Vetokite Marine Legion (La Légion Impie, or the Impious Legion as they were quickly nicknamed), seizing the property of the Order to boot. As subordinates to the Navy, itself one of the more liberal institutions in the nation, it was hoped this would essentially rehabilitate many of the former members of the Order, or at least serve to prevent their causing more controversy on the mainland.

Politics

Monarchy

Following the death of Emperor Henry II in 1705 and the ensuing Tarro Affair, a compromise was reached by the formation of the Council-Elect. Composed of a representative of (and chosen by) the imperial dynasty, the head of the Congregation of Broken Chains, the First Minister and a group of four members of the Dignified Chamber of Parliament, future monarchs would be elected instead by this group. For the most part, the crown was kept largely within in the dynasty's hands, albeit with some interruptions in favour of the reigning head of the Congregration.

Emperor Súrvan Jaansma is the first to sit on the throne while not being the formal head of the Congregation of Broken Chains or a member of the former imperial dynasty, being instead a member of the Jaansma family who have resided in Vetok since 1689, when Baron Gustaf Jaansma fled his homeland in search of a refuge following an attempted coup. One similarity he does have with his forebears is that his is an elective position, and Jaansma was elected following the death of Vetok XIII as part of a compromise towards the various conservative factions, while simultaneously trying to further the liberalisation of the Vetokite political structure introduced by his predecessor.

Government

The national government is divided into a number of different Ministries under the overall leadership of the First Minister, each of which has a separate area of the government to deal with with their own minister controlling the ministry in question. By long standing convention, these Ministers are addressed as (department) secretary in correspondence regarding their role (the Imperial Mint being an exception to this, as the official in charge of the Mint is instead titled 'Master of the Treasury'). For any tasks of governance unrelated to their specific ministry, such as representing the government during First Minister's Statements, they are addressed as Minister. These are, respectively:

Administrative Divisions

The geographical division of the United Dominion into shires or provinces began in Ilunsheim and Carrishem in the early Middle Ages, and was completed throughout Vetok by the mid-twentieth century. Traditionally local government was carried out by centrally appointed reeves who hailed from noble families for most of the nation's history, until being replaced with elected officials during the course of the Industrial Revolution as part of a greater trend towards social liberalism. A number of cities, such as the capital of Carrishem, Ilunsheim, and Greyfast, are no longer considered part of their historical shires, and instead these metropolitan areas are handled by their own elected officials.

Foreign relations

After its first faltering steps onto the international scene, Vetok joined the alliance of nations known as the League of Imperial Nations. However, shortly afterwards, Vetok once again ventured back into isolation for a period of two years before re-emerging, where it joined the organisation better known as The Conglomerate.

Law and criminal justice

His Majesty's Dominion Armed Forces consist of three professional service branches: the Vetokite Army, the Vetokite Dominion Navy and Vetokite Marine Legion (forming the Naval Service) and the Vetokite Imperial Air Force. The armed forces of the United Dominion are managed by the Ministry of War and controlled by the War Advisory Board, chaired by the Lord Martial. The Commander-in-Chief is the Vetokite monarch, to whome all members of the armed forces swear allegiance.

Economy

Vetok is a nation that has always prided itself on trading with neighbours since it emerged from isolation. It has an active merchant marine as well as a fishing fleet. The city of Ilunsheim enjoys a reputation as a major manufacturing hub for the nation, being home to the Ilunsheim Small Arms Conglomerate, Vetokite Military Fabrication, and Balhaut Munitions.

Notable Corporations

Vetok is home to a number of successful companies in an array of industries. One of the most successful is Vetokite Military Fabrication, a spin-off of Broughton Brothers who served as suppliers and makers of military equipment, ranging from artillery to all manner of vehicles, over the last two centuries. Following the retirement of Jeremiah Broughton in 1974, he mandated that the company adopt a new name for the modern era, and the company has gone from strength to strength even as the armed forces have downsized over the last eighty years.

Culture

In its culture, Vetok bears similarities to most other first-world nations, being rather liberal in nature and offering a multitude of economic, personal, and political rights to citizens.

Religion

The Congregation Of Broken Chains. For hundreds of years, following the toppling of the priest-kings of old with their vile gods and barbaric blood-rituals, atheism dominated. The followers of the great Vetok himself believed that any who held a belief, be it ever so benign, was only ever a few steps away from falling into the dark pits of morality that had spawned the foul religions and living sacrifice of other human beings that had been overthrown at such great cost. It did not take long for His disciples to conglomerate together, forming a hierarchy as those who'd been His most trusted confidantes.
